Shoe camera?

Last Tuesday, many women learned that they probably shouldn't wear a skirt to their nearest shopping mall. Unfortunately, a man was caught at the Castleton Square Mall with an elaborate "shoe-cam" built into his boot. His creepy plans were to walk closely behind women wearing skirts, and use the shoe-cam to look upwards and film what was going on.
First of all, I don't understand what would make someone even THINK about a lewd act like this. Quite frankly, it makes me really sick to know that I can't even wear a skirt to the mall because there are perverts like this guy walking around. These women were completely violated. I think he should have to register as a sex offender. This act shouldn't be taken lightly. He should definitely be punished.
